Despite the fact that as of last week Russian grain exporters covered only half of the 7 million t export quota introduced until the end of the current season, the volume has already been totally covered as of today.
According to market participants, owing to abrupt and unexpected for many players taking up the permitted export volumes, some grain charterers and owners of vessels fixed by those charterers have got into a difficult situation. So, about 7 chartered sea-river vessels and coasters are already on their way to Russian ports with a loading order, but the loading is now likely to be canceled. The situation is even worse for charterers and operators of 4 to 5 vessels already being loaded and completing loading operations at the moment, as these ships will not receive the necessary permission from the customs service as well. Owners of 2 large-tonnage vessels have also faced the same situation in Russian ports.
At present, traders are appealing to the Russian Agriculture Ministry to get an export permission of up to 15 days for cargoes already loaded onto ships and other vehicles, being on the way to ports or to the Russian border, or waiting for loading at the port.
